Federal Youth Coordination Act - Establishes a Federal Youth Development Council to improve administration and coordination of federal programs serving youth. Designates the Secretary of Health and Human Services as the Chairperson of the Council. Sets forth Council duties with respect to agencies and programs serving youth, especially disadvantaged youth.
