Carl D. Perkins Career and Technical Education Improvement Act of 2006 - Amends the Carl D. Perkins Vocational and Technical Education Act of 1998 (the Act) to reauthorize and revise its programs. Renames the Act the Carl D. Perkins Career and Technical Education Improvement Act of 2006. Sets forth definitions for: (1) career and technical education (CTE), requiring that course content be aligned with challenging academic standards; (2) career guidance and academic counseling, which shall include information on baccalaureate degree programs; (3) articulation agreements; (4) scientifically based research; and (5) secondary and postsecondary tech prep students.
