Second Chance Act of 2007: Community Safety Through Recidivism Prevention or the Second Chance Act of 2007 - (Sec. 5) Requires the Attorney General, not later than January 31 of each year, to submit all reports required by this Act during the preceding year to the Judiciary Committees of Congress. Title I: Amendments Related To The Omnibus Crime Control And Safe Streets Act of 1968 - Subtitle A: Improvements to Existing Programs - (Sec. 101) Amends the Omnibus Crime Control and Safe Streets Act of 1968 to reauthorize, rewrite, and expand provisions for adult and juvenile offender state and local reentry demonstration projects to provide expanded services to offenders and their families for reentry into society. Sets forth provisions relating to grant applications, requirements for grants, priorities in awarding grants, and reentry plan performance measurements.
