National Science Foundation Authorization Act of 2007 - (Sec. 3) Authorizes appropriations to the National Science Foundation (NSF) for FY2008-FY2010, with specific allocations for: (1) research and related activities; (2) education and human resources; (3) major research equipment and facilities construction; (4) agency operations and award management; (5) the Office of the National Science Board; and (6) the Office of Inspector General. Sets minimum and maximum amounts of awards under the Major Research Instrumentation program.
