Homeless Emergency Assistance and Rapid Transition to Housing Act of 2008 - (Sec. " Includes in such definition not only a family lacking a fixed, regular, and adequate nighttime residence, but also an individual or family who: (1) will imminently lose their housing; (2) has no subsequent residence identified; and (3) lacks the resources or support networks needed to obtain other permanent housing. Includes as well an individual who resided in a shelter or place not meant for human habitation and is exiting an institution where he or she temporarily resided.
