Waco Mammoth National Monument Establishment Act of 2009 - Establishes in Texas, as a unit of the National Park System, the Waco Mammoth National Monument. Authorizes the Secretary of the Interior to enter into cooperative agreements with Baylor University and the city of Waco for the management of the Monument. Authorizes the: (1) acquisition from willing sellers of lands or interests within the proposed boundary of the Monument; and (2) construction of essential administrative or visitor use facilities on non-federal lands within the Monument.
