Supplemental Appropriations Act, 2009 - Title I: Department of Agriculture - Appropriates FY2009 funds for title II grants under P.L. 480 (donation of U.S. commodities for emergency and private assistance abroad). (Sec. 101) Makes unobligated amounts for the emergency conservation program available to the Secretary of Agriculture for natural disaster recovery efforts.
