Surface Transportation Extension Act of 2009

Surface Transportation Extension Act of 2009 - (Sec. 2) Reauthorizes programs funded out of the Highway Trust Fund (HTF) (other than the Mass Transit Account) for the period beginning October 1, 2009, and ending on the earlier of: (1) the enactment of a multiyear law reauthorizing such program; and (2) December 31, 2009. Extends the authorization of appropriations for: (1) the federal-aid highway program; and (2) administrative expenses. Sets certain limits on the obligation of such funds.
