National Aeronautics and Space Administration Authorization Act of 2010 - Title I: Authorization of Appropriations - (Sec. 101) Authorizes appropriations to the National Aeronautics and Space Administration (NASA) for FY2011-FY2013 for: (1) exploration; (2) space operations; (3) science; (4) aeronautics; (5) education; (6) cross-agency support programs; (7) construction and environmental compliance and restoration; and (8) the Inspector General. Title II: Policy, Goals, and Objectives for Human Space Flight and Exploration - (Sec. 201) Declares that it is U.S. policy that reliance upon and use of non-U.S. human space flight capabilities shall be undertaken only as a contingency in circumstances when no U.S.-owned and operated capability is available, operational, and certified for flight.
