Clarifying Congressional Intent in Providing for DC Home Rule Act of 2016

Clarifying Congressional Intent in Providing for DC Home Rule Act of 2016 (Sec. 2) This bill repeals the Local Budget Autonomy Amendment Act of 2012 (D.C. Law 19-321) and restores previous law as though the Act had never been enacted. (Sec. 3) The District of Columbia Home Rule Act is amended to declare that nothing in it shall be construed as creating a continuing appropriation of the General Fund of the District.
